What Is a Level 3 Building Survey?
A Level 3 survey is the most thorough inspection the RICS offers. It covers structural integrity, damp, the roof, foundations, timber, services, boundaries and outbuildings, and explains not just what is wrong but what to do about it.

Suitability
When Do You Need a Level 3?
More than 80 years old
RICS recommend a Level 3 at this age. Older construction uses techniques and materials no longer in use, and hides problems a Level 2 visual inspection is not designed to find.
Listed buildings
Where alterations carry legal consequences as well as structural ones.
Significantly altered
Extensions and conversions that may not have been carried out properly.
In poor condition or in need of modernisation
Not the same thing as neglected. A probate property is often well kept and still needs upgrading throughout, and it is exactly the case a Level 3 is built for.
Visibly poor condition
Where you can already see something is wrong and need to know how far it goes.
Large or unusual construction
Anything outside standard brick and block, including timber frame and stone.

The Difference
What a Level 3 Does That a Level 2 Cannot
A Level 3 establishes how the property is built and what it is built from. That is what allows a surveyor to diagnose a defect and recommend a remedy, rather than simply record it and refer you on. It is also why it takes longer on site and produces a longer report.
